Have you tried downloading from a regular internet connection? It may be related to your sat comm setup using a proxy. If it is then XyGrib also needs to have the proxy setup see "Options->Internet setup" David

Hi,
This IP has been blocked due to suspected bulk downloading several months ago possibly by an external script.
If you are using XyGrib for manual (one at a time) requests without the appearance of bulk downloading, I will gladly release the block.
Should you need large coverage that is not in line with personal use, we recommend scripting downloads from the grib original sources. They are all open and free!
