No bulk downloads - PLEASE! THIS IS OVERLOADING OUR SERVER AND DENYING ACCESS TO COMMUNITY USERS

WE WILL BLOCK IP'S THAT ARE BULK DOWNLOADING! Nous bloquerons les IPs des personnes qui agissent de la sorte.
PLEASE GO DIRECTLY TO THE GRIB PRODUCERS (NOAA, DWD...) FOR BULK DOWNLOADS. Allez chercher les données directement à la source (NOAA, DWD ...)

OK...

You will notice that now the area can be defined by less than whole degrees. The previous version always rounded up to the nearest degree and usually enlarged the selection. Now we have XX.XX degrees but apparently we need to enforce a minimum size for the grib server.
I will open an issue to fix this.

Until further modification, I will keep the area that has been defined and seems to be working with all three models.
It will just do fine for I can always zoom in (unfortunately, I do not have the opprtunity to sail every day to Bora-Bora... lol !).
